Ukraine: President Trump and President Volodymyr Zelensky of Ukraine spoke by phone for roughly an hour, focusing on aligning the “requests and needs” of Russia and Ukraine in pursuit of a cease-fire. The call came a day after President Vladimir V. Putin of Russia agreed to temporarily halt strikes on energy infrastructure if Kyiv did the same, but not to the unconditional 30-day cease-fire that Ukraine has already agreed to, at the urging of the Trump administration.

Judge James E.
